A station will need to send a packet to the ANDE satellite on 145.825.
ANDE "wakes up" once every 16 seconds, and if it hears a packet then,
will remain on for one minute.
Send your UNPROTO packet as APRS via ARISS or ANDE-1.
If you are listening on a vertical antenna, it is best to wait for
ANDE to reach at least 15 degrees elevation before you begin listening,
as it has only a 2 watt transmitter and you need ANDE to be in range.
