管制局Decoder をインストールしてみました。AGWPE と連動(最初に起動)して、
衛星からの受信信号をリアルタイムに解析するソフトです。まず次を初期設定。

  Options - Station Information - Latitude  ( **.**.**N) - Callsign
                                  Longitude (***.**.**E)
  Options - PCSAT Callsigns - Select
  Options - Download Keps

  Latitude and Longitude
  The format for latitude is dd.mm.hhN,
  the format for longitude is ddd.mm.hhE.
  Please note the comment "NOT seconds"!
  dd and ddd = degrees
  mm = minutes
  hh = hundredths of a minute - NOT seconds
  N = N for North or S for South
  E = E for East or W for West

つまり、緯度経度は UI-View32入力方式 です。
